Sam graduated from Wall High School in 1980 and then attended the University of South Dakota in Springfield, S.D., where he obtained an electrical degree. He moved to Vermillion, S.D. and graduated with a criminal justice degree from the University of South Dakota and started working for the Federal Prison Camp in Yankton when it opened.
